“抓典型”不等于“树典型”

作为领导工作方法，“抓典型”和“树典型”是不同的。要达成一项创新性的工作目标，我们过去一般要有一个“从点到面，以点带面”的过程，即先试点，探索一套合理又有效的途径，并在不断调整中制定相应的政策，自觉成熟后大面积推行。

　　可是，“抓典型”渐渐地变成了“树典型”，“树”的先进典型根本就不可“复制”，并无推广价值。这里最“典型”的就是“农业学大寨”运动中各地涌现出来的“典型”。一般的村庄就是愿“学大寨”也学不了，除非有领导干部来“蹲点”，才能享有无偿的财政补贴、才有比别村多的化肥指标，才能在农忙季节无偿调来机关干部和学生“支农”。农民群众把这叫“开小灶”，养“路边花”。从大寨到各级领导树的学大寨典型，“开小灶”的补贴水平依“挂点”领导的级别而递增；“树”的典型多是扶不起的阿斗，经不起历史检验。

这一套早该唾弃了吧？人民公社解体、“农业学大寨运动”被否定之后，在农村“扶贫”工作中也有类似的做法，但人们已认识到“输血”不如“造血”，即承认了农民在脱贫致富中的主体地位。
